Section A.
The name of this organization is Kappa Chapter, Kent, King County, Washington State - Alpha Sigma State of the Delta Kappa Gamma Society International, a non-profit educational organization 501(c)6).
Section B.
The Greek letter K shall designate this chapter.
Article II Purpose

A collegiate member may participate in the activities of the society except holding office. A collegiate member may serve as parliamentarian since the position of parliamentarian is not an elected office.

The name of a prospective candidate for active membership shall be selected by a simple majority vote of the members.
Section D. Transfer
A member in good standing may transfer from one chapter to another upon notification to Society Headquarters.
Section E. Termination of Membership
Membership in the Society is terminated for non-payment of dues and fees, resignation, or death.
Section F. Reinstatement
A former member shall be reinstated to membership by the chapter receiving the request.

Article XIII Dissolution
1. Before voting to dissolve, the chapter must seek the aid of the state president and the
expansion and dissolution chair (the immediate past president).
2. If the dissolution process continues, the chapter will seek the approval of the State
Executive Board.
3. Members will be notified of chapters in the area for possible transfer.
4. After all expenses are met, the remaining chapter funds will be send to the state
treasurer.
5. The chapter charter will be sent to the state executive secretary for return to
headquarters.
6. Chapter paraphernalia, Society publications, and chapter records shall be sent to the
state president to be retained in Washington state archives.

Section A.

Article II Purpose
Kappa Chapter exists to:
- Promote the purposes of the society consistent with the Constitution,
- Promote the Mission of the society as stated in the Constitution.
- Promote the Vision of the society as stated in the Constitution.
Article III Membership
Section A. Membership Practices
- All membership practices are in accordance with the current Constitution.
- The chapter has full power to act in matters of chapter membership.
- Membership shall be by invitation. A member inducted into the Society becomes a member of a chapter, the State, and the international Society.
- An individual becomes a member of the Society when she is inducted and pays her dues. An individual is inducted only once.
- All chapters will keep membership records and share those records with the State. Chapter minutes will reflect the names of members terminated including the reason and date of termination.
Section B. Classification
- An active member shall be a woman who is employed as a professional educator at the time of her election or has been retired from an educational position. An active member shall participate in the activities of the Society.
- Reserve membership shall be granted only to a member who is unable to participate fully in the chapter because of physical disability and/or geographic location.
- Reserve status shall be granted by the majority vote of the chapter.
- A reserve member, so requesting, shall be restored to active membership.
- A chapter honorary member shall be a woman not eligible for active membership who has rendered notable service to education or to women, and is elected to honorary membership in recognition of such service.
- Collegiate members shall be undergraduate or graduate students who meet the following criteria:
- Undergraduate collegiate members shall
- Be enrolled in an institution offering an education degree and have the intent to continue academically and professionally in the field of education; and
- Be enrolled within the last two years of their undergraduate education degree.
- Undergraduate collegiate members shall
- Graduate student collegiate members shall have graduate standing in an institution offering an education degree and have the intent to continue academically and professionally in the field of education. When a collegiate member starts her career as a paid educator she will pay active member dues and become an active member. If a collegiate member does not pursue a career as an educator, her membership will expire upon graduation or withdrawal from the education degree program.

Section C. Election

Article IV Finances
Section A. Dues and Fees
- Chapter dues, as stated in the yearbook, are paid annually by June 30th for the following fiscal year to the chapter treasurer. State and international dues, included in that amount, will be as specified in state and international documents.
- A chapter may choose to waive chapter dues for a member who has financial need. In addition, chapters may accept confidential donations from other members to assist members who need financial support in paying the remaining chapter, state and international dues.
- An induction fee will be required of all new members, except honorary and reinstated members.
- Any contributions are voluntary and, upon receipt, are turned over to the treasurer. The treasurer will deposit these in the proper fund.
- Fees for the State Scholarship Fund and World Fellowship are included in the dues.
Section B. Payment of Dues and Fees
- The membership year is July 1 to June 30. A member shall pay annual dues and fees no later than June 30 for the following fiscal year.
- The international portion of the dues and fees shall be sent between July 1 and September 30.
- For membership or reinstatement commencing between July 1 and December 31 the member shall pay the induction fee (new member only), dues, and scholarship fee for the current year. For membership commencing on or after January 1 the member shall pay one half of the international membership dues. Chapter and state organization dues may be prorated as the chapter/state organization determines.
- Immediately thereafter the state organization and international portions of the dues and fees shall be sent to the state organization treasurer.
- A member who fails to complete payment of international dues shall be dropped after October 1. Proviso: This bylaw will take effect in 2019.
- Induction Fee
- The induction fee per person shall be U.S. Ten and No/100 Dollars ($10.00).

Section C. Funds
- A budget shall be prepared by the Finance Committee. It shall be presented to the Executive Board by August of each year.
- Contributions made from chapter funds shall be voted on by the membership and require a 2/3 majority of those present at the meeting.
- The president shall approve expenditures before payment is made.
- The State Grant-in-Aid Fund
- The state shall maintain a grant-in-aid fund (known also Alpha Sigma State Scholarship) for the benefit of members. A chapter may maintain a grant-in-aid fund.
- The scholarship fee paid by a member shall be divided as follows:
- One hundred percent (100%) to the state organization fund if the chapter does not maintain a chapter scholarship fund or twenty percent (20%) to the state organization fund if the chapter does maintain a chapter scholarship fund.
- Eighty percent (80%) retained by the chapter having a chapter scholarship fund.
- Rules governing the grant-in-aid fund shall be recommended by the State Grant-in-Aid Committee and approved by the State Executive Board.
Section D. Financial Review
A financial review will be done at the end of the fiscal year by an ad hoc committee and will be reported to the membership.
Section E. Dues Changes
Changes in chapter dues shall be recommended by the Finance Committee and approved by the majority of active members.
Article V Organization
Section A. Coordinating Council
- The president and an appointed representative from the chapter membership shall participate in the work of the Area IV Coordinating Council.
- Members will be encouraged to attend Area IV functions.
Section B.
The president will be a member of the State Executive Board.
Section C.
Kappa Chapter shall have chapter rules that are consistent with the Constitution and International Standing Rules and the Washington State Bylaws and Standing Rules.

Article VI Officers and Related Personnel
Section A. Chapter Officers
- The chapter officers shall be: a president, a first vice president, a second vice president, a secretary, (elected by the membership) a treasurer, (selected by the Executive Board), an area representative, and a parliamentarian (both appointed by the president).
- All officers assume their positions in even numbered years.
- An officer’s term is two years or until a successor is named. She may not serve for more than two terms. Only the treasurer may serve in the same office longer than two terms in succession. All officers take office on July 1 following their election.
- The election of officers shall take place before the April meeting so the president can attend the state convention and take part in the business pertaining to her office.
- Installation of officers shall be after the convention. Minutes will state that the members have been elected.
- The treasurer shall be selected by the Executive Board each biennium.
- Vacancies in an office shall be filled by the president.
- Chapter Officers: Members may not hold more than one state or local chapter office at a time.
Section B. Duties
- The president shall:
- Act as presiding officer at all meetings and direct the activities of the chapter.
- Act as chair of the Executive Board.
- Appoint a parliamentarian from the membership.
- Appoint standing and special committees.
- Approve, for payment, all expense claims
- Approve and sign all final copies of the minutes of meetings.
- Fill all vacancies in offices.
- Approve publications
- Represent the chapter at functions outside the society.
- Take action, with the approval of the Executive Board, on matters which cannot be deferred until the next meeting.
- Serve, ex officio, on all committees except Nominations.
- Serve on the State Executive Board.
- Appoint a representative for Area IV and attend area meetings with her.
- The first vice president shall:
- Serve as the presiding officer in the absence of the president. She will succeed to the office of president if the president cannot continue and serve until the next election.
- Serve as Educational Excellence committee chair
- Perform duties as directed by the president
- The second vice president shall:
- Serve as presiding officer in the absence of president and first vice president.
- Serve as Membership chair.
- Perform duties as directed by the president.
- The secretary shall:
- Keep minutes of the chapter and Executive Board meetings; minutes will include the names of members terminated, including the reason and date of termination.
- Furnish copies of those minutes to the membership
- Answer correspondence.
- Share correspondence with the membership.
- Produce the yearbook.
- Perform duties as directed by the president.
- The treasurer shall:
- Receive and pay out monies belonging to the organization.
- Carry out all duties as required by the Constitution.(Article VI Section C 9)
- Establish the chapter’s checking account with at least two other signatures.
- Serve as a member ex officio, without vote if under remunerative contract for her services, on the respective executive board;
- Serve as a consultant in the process of budget development and supervision of finances; and
- Maintain an accurate and current membership roster.
- The parliamentarian shall:
- Act as advisor to chapter officers and members in matters pertaining to
- Provide interpretation of the Constitution and to parliamentary usage.
- Serve on the Executive Board, ex officio, without vote.
- The area IV representative shall:
- Attend area meetings as the chapter representative.
- Report on these meetings to the chapter.
- Serve on the Executive Board, ex officio, without vote.
Article VII Executive Board
- The members of the Executive Board shall be the elected officers and the immediate past president. The treasurer shall be ex officio with vote, the parliamentarian and area representative shall be ex officio, without vote.
- The Executive Board shall:
- Select the treasurer for the biennium.
- Act in matters requiring immediate action
- Recommend policies and procedures for consideration of the members.
- Hold meetings at least two times a year. (more if needed)
- A quorum shall be a majority of the voting members of the board.
Article VIII Committees
Section A. Structure
Chapter committees shall be:
- Educational Excellence
- Membership
- Communications and Marketing
- Outreach
- Personal Growth and Services
- Educational Support
- Finance (ad hoc)
- Nominations (all past presidents)
Section B. Procedures
- The president will either appoint committees or let the members choose.
- All committee members will serve for two years.
- The president shall be an ex-officio member on all committees except Nominations.
Section C. Responsibilities
- All committees will be responsible for the planning and implementation of one chapter meeting per year. Responsibilities include:
- Finding a meeting place.
- Planning the program (Program chair available to aid the committee)
- Choosing an inspirational reading.
- Providing raffle items.
- Planning other activities such as singing.
- Providing the newsletter editor with information about the meeting.
- Arranging meeting refreshments.
- Arriving early to prepare the area and staying until area is cleaned.
- Specific responsibilities include:
- The Educational Excellence Committee shall serve as a resource for chapter programs, ensuring that they relate to the state and international purposes and themes.
- The Membership Committee shall:

- The Communications Marketing Committee shall:
- Publish a newsletter, as needed, at least 5 times a year.
- Print and distribute the chapter yearbook.
- Work with the state news editor and web master as requested by the state organization.
- The Outreach Committee shall:
- Inform members of local and global efforts needing assistance.
- Inform members of World Fellowship recipients studying in the area.
- Hold a fund-raising event annually.
- The Personal Growth and Services Committee shall:
- Support programs of action that promote the personal well-being, intellectual growth, and global awareness of women educators.
- Encourage a focus on the arts.
- Encourage members to continue leadership training and accept leadership roles.
- The Educational Support Committee shall:
- Recommend an application and selection process for scholarships and grants funded by the chapter.
- Select grant or scholarship programs for chapter approval.
- Provide information on scholarships, grants, and stipends to members for their continued growth.
Article IX Meetings
- Regular Meetings
Additional meetings may be held at the discretion of the chapters.
- All members being notified, chapter meetings may by face-to-face, through electronic communications, or through a combination of the two, as long as members present may simultaneously hear one another and participate during the meeting.
- Kappa chapter shall participate in the Area IV Workshop.
- A quorum at chapter meetings shall be considered to be 51% of the membership.
- There shall be no proxy voting.
- Meetings, including inductions, are open to the public.
Article X Publications
- The chapter shall produce at least four newsletters a year.
- The chapter will provide a yearbook to members, area liaison, and the state president.
- The chapter will maintain a website.
- The president will approve all publications.
Article XI Parliamentary Authority

- The Executive Board will consider all proposals.
- Reason for any rejection will be provided to the submitting member or committee.

- Voting shall be held at a regular chapter meeting.
- Two thirds of the members present at the meeting will be required for the adoption of amendments or revision of the standing rules.
- Results of that vote will be published in the newsletter or by electronic means.
- There will be no proxy voting
